The Small Empty Crate is exactly what the name states. Small Empty Crates add weight to your balloon should you want to use them for ballast. They fit almost perfectly into the storage of the balloon and can be placed in any Gear Mount. One crate is loose inside the balloon by default, and several more can be found at the starting location. They are relatively common around the various islands.
